The Regular Plenary Session of the Joint Council addresses the optimization of services, improvements in container cleaning, and the goal of zero debt by 2025.
The Comsermancha Joint Services held its Regular Plenary Session in Alcázar de San Juan, where key aspects related to financial management, waste contract awards, and improvements in urban cleaning services were discussed.
Objective: zero debt before 2025
One of the highlights was the financial situation of the 21 municipalities that make up the joint council, whose total debt amounts to 6.23 million euros. Comsermancha’s president, Rosa Melchor, urged municipalities to follow the path of Villafranca de los Caballeros, a municipality that managed to pay off its debt to the entity, with the aim for the entire Joint Council to achieve zero debt before December 31, 2025.
Waste management and new awards
The Plenary also addressed the awarding of contracts for the sale of recyclable materials, including paper, cardboard, PET, aluminum, and steel. Despite a drop in prices for some materials, Melchor highlighted that the point of having to pay for their removal has not been reached yet, maintaining the economic viability of the recycling system.
Additionally, a project to improve the bulky waste treatment plant was approved, with an investment of 75,173.73 euros plus VAT, aimed at building a containment wall and expanding the base. However, the auction for the waterproofing of the shredded tire cell was unsuccessful, so specialized companies will be contacted to continue the process.
Enhanced container cleaning
Another topic of debate was the quality of the container washing service, which has led to complaints from residents in various municipalities. As a solution, the contracted company has committed to implementing a shock plan before the summer to improve the frequency and effectiveness of the service.
If the deficiencies persist, legal measures will be taken for breach of contract, as warned by Melchor.
Greater transparency in asset disposals
The Plenary also unanimously approved the extension of the deadline for submitting offers for the disposal of heritage assets of RCDS de Herencia from 15 to 30 days. This measure aims to facilitate the participation of companies and strengthen the transparency of the process.
Revenue data and anti-vandalism efforts
During the session, revenue data for the second half of 2024 were presented, with a collection rate of 89.73% and a margin of error in the registries of 0.65%, reflecting a high level of efficiency in revenue management.
There were also reports of container fires in the joint council, with 761 units destroyed between 2018 and 2024. The president called for greater collaboration from municipalities in identifying and reporting these acts of vandalism to improve prevention and security in urban furniture.
