Comsermancha proposes a single fiscal ordinance for waste collection in its municipalities.

On October 10th, the Commonwealth of Services Comsermancha held a regular session, chaired by Rosa Melchor, in which the possible adoption of a single fiscal ordinance to regulate waste collection fees in the 21 municipalities that make up the Commonwealth was discussed. During the session, a legal report was presented highlighting the Commonwealth’s ability to approve this type of fiscal regulations, in accordance with its statutes in force since 2015, although this faculty had not been used until now.

President Melchor pointed out the importance of studying the implementation of this single ordinance by 2025, with the aim of ensuring the financial sustainability of the Commonwealth and complying with current regulations. She also presented an economic report projecting the costs of waste collection services at 14.6 million euros for the next fiscal year.

The debate in the session reflected different opinions among the representatives of the political parties. Alberto Lara, spokesperson for the Popular Party and VOX, advocated for amending the statutes to allow municipalities to retain their fiscal autonomy. On the other hand, Santiago Lázaro, spokesperson for the PSOE, defended the idea of a single ordinance as a tool to ensure equality among localities and financial stability for the Commonwealth.

An extraordinary session has been called for November 7th, where the proposal for the ordinance will be voted on. Meanwhile, municipalities have been invited to submit their suggestions and comments before the date. As a result of a request from the representative of Quintanar de la Orden, Florencio Toldos, President Melchor committed to studying the possibility of breaking down the costs related to landfill tax in the economic concepts.

In other items on the agenda, the session approved the start of the budget study for 2025, with an expected increase from 2.5% to 3%, in line with the rise in the CPI and the salary increase for staff, set at 2.5%. Furthermore, the financial situation of the Commonwealth was reviewed, revealing a pending debt from municipalities totaling 5,219,649.97 euros.

During the session, several contracting procedures were approved, highlighting the awarding of legal services to a new law firm. Information was provided on the machinery service schedule for 2025, which will include the incorporation of the municipality of Villacañas. Each municipality can request modifications in the service schedule according to their specific needs.

Finally, the session approved a budget modification amounting to 71,985.75 euros, financed through treasury surpluses. This adjustment will be used to reinforce items related to building maintenance, machinery, and the management of abandoned animals, following the recent accession of the municipality of Herencia to these services.
