The City Council of Herencia, in the province of Ciudad Real, recently approved the modification of the fiscal ordinance that regulates the Property Tax (IBI) in the municipality. This update, which came into effect after its publication in the Official Gazette of the Province on March 7, 2024, introduces some relevant changes that will affect taxpayers from this fiscal year.
One of the main novelties is the establishment of the tax rates applicable to different real estate properties. As established in article 1 of the ordinance, the property tax rate for urban properties is set at 0.75%, while for rural properties, it is set at 0.8%. Additionally, a specific rate of 1.3% is introduced for properties with special characteristics.
The ordinance also includes, in article 3, the exemptions applicable based on the value of the liquid fees. Thus, urban properties with a liquid fee less than 4.21 euros and rural properties with a liquid fee less than 8.41 euros for all properties of the same taxpayer will be exempt.
Another noteworthy novelty is the option to request installment payment during the voluntary period of the IBI settlements listed in the tax registry, without incurring late payment interest. This measure, outlined in article 4, allows taxpayers to pay the tax in two installments, as long as the request is made within the specified terms and deadlines. The installment payment will be carried out through direct debit, with charges in mid-July and October.
It is important to note that to qualify for this payment plan, applicants must not have outstanding debts with the local tax office. Additionally, requests for installment payment will not be accepted for settlements with a total fee below 100 euros.
Finally, the ordinance in article 5 provides a 50% discount on the total IBI fee for properties where social assistance economic activities are carried out, declared of special interest or municipal utility due to social circumstances. This declaration will be made by the Corporation’s Plenary, following a request from the taxpayer.
With the approval of this fiscal ordinance modification, the City Council of Herencia aims to adapt the regulation of the Property Tax to the current needs of the municipality, introducing measures that benefit taxpayers, such as installment payment or discounts for socially significant activities.
The implementation of these changes repeals the tax rates previously approved by the Corporate Plenary, with the rates set in this new ordinance now in effect. Taxpayers should take into account these modifications when fulfilling their tax obligations regarding the IBI starting from this fiscal year 2024.
